En décembre, ici à Berlaymont, j'ai rencontré des victimes de pratiques de conversion. Je n'oublierai jamais ce que j'ai entendu.

Appelons-la Sarah.

Elle m'a raconté son histoire de honte, d'abus et d'isolement.

Et Sarah n'était pas seule. Nous avons entendu d'autres histoires terrifiantes. Médication forcée. Violence verbale et physique. Décharges électriques. Isolement. Harcèlement psychologique. Abus sexuels. Viol.

Et tout cela s'appelait ... « thérapies ».

Mais aucune de ces thérapies n'a fonctionné. Au contraire, ces pratiques entraînent de graves troubles mentaux, trouble de la personnalité qui peuvent mener à une dépression grave.

Imaginez un instant. On te dit par tes parents, par tes proches : « Il y a quelque chose qui ne va pas chez toi. Mais ne vous inquiétez pas, nous allons vous aider. Nous allons te soigner. »

Mettez-vous à la place de cette personne, petit à petit, vous commencez à croire que vous avez un problème, que vous êtes malade. Vous ressentez une certaine honte. Et vous ne savez plus à qui vous confier d'autant que ceux qui veulent vous aider sont parfois des personnes que vous aimez le plus, vous leur faite confiance.

Sarah, je me souviens a dit que ça ressemblait « à un film d'horreur. Elle était perdue dans un cauchemar, jour et nuit, elle voulait disparaître, elle pensait au suicide ».

C'est ce que sont vraiment les pratiques de conversion. Pas une thérapie. Pas des soins. C'est de la violence, déguisée.

Personne ne devrait avoir à ressentir ça. Personne ne devrait avoir à vivre ça. Cela n'a absolument aucune place dans notre Union.

Des histoires comme celle de Sarah expliquent aussi pourquoi tant de jeunes Européens ont décidé qu'ils ne pouvaient plus rester silencieux.

L'un d'eux était Mattéo, un jeune homme de 20 ans, et ses amis. Ils ont décidé que quelque chose devait changer en Europe.

Sans argent. Et aucune organisation derrière eux. Juste les réseaux sociaux, une détermination pure et une profonde conviction de faire la différence.

Et leur arme de prédilection : la démocratie.

Ils ont recueilli plus d'un million de signatures à travers l'Europe. Un million de personnes qui ont dit : assez.

Aujourd'hui, la Commission européenne répond à cet appel. Et c'est une célébration de notre démocratie européenne.

Conversion practices are built on a lie. The lie that LGBTIQ+ people need to be fixed. That there is something wrong with who they are.

There is nothing to fix. There is nothing to cure. There is no one to change.

You cannot torture away a person's identity. You cannot legislate it away.

And yet these practices continue.

This is not a marginal issue. One in four LGBTIQ+ people, and almost half of transgender people, report having suffered from these practices.

President von der Leyen entrusted me with a personal mission: to combat conversion practices.

I took that seriously from day one.

In November 2025, the citizens' initiative to ban these practices was submitted to the Commission.

We used the six months we were given to gather data, assess the initiative carefully, and prepare our response.

Today we are delivering.

The European Commission is sending a clear message, without ambiguity, to every Member State in this Union:

Ban conversion practices. Now.

We are calling on Member States to put a ban in place through a Commission Recommendation.

This sends a powerful signal that these practices are harmful and must be illegal.

Member States have an essential role to play because this largely falls under their responsibility.

Eight Member States have already banned these practices. They have shown it can be done. We are building on that momentum, and calling on the rest to follow.

With this Recommendation in hand, I will personally advocate with Ministers across our Union to end these barbaric practices.

Our recommendation will protect all LGBTIQ+ people, especially the most vulnerable.

It targets conversion practices that try to change or suppress a person's sexual orientation, gender identity, or gender expression.

We are backing it with concrete action: awareness campaigns to prevent abuse, better access to justice for victims, and training to strengthen medical and psychological support.

This recommendation will be supported through our Expert Group on LGBTIQ+ Equality, bringing together Member States and the Commission.

And our first LGBTIQ+ Policy Forum with civil society will focus on how we can combat conversion practices together.

And we have launched a dedicated study to understand the full scale and impact of these practices across the EU.

Because we needed facts, not assumptions. Evidence, not instinct. Now we have both. And we are acting on them.

Let me close with this.

This year marks thirty years since Brussels held its very first Pride. A few thousand people, marching in the streets for rights that seemed far away.

This Sunday, we mark the International Day Against Homophobia, Biphobia and Transphobia.

And this week, we take a concrete step toward ending conversion practices for good.

To Sarah, to Mattéo and his friends, and to every one of the million people who signed that petition: we heard you.

And this is our answer: we agree with you.

To every LGBTIQ+ person who has suffered under these practices: there was nothing wrong with you. You never needed to be fixed.

You are perfect exactly the way you are. And the European Union stands with you.
